The Pre-Submission District Plan sets out the Council’s proposed development strategy through to 2033 along with detailed policies to guide development across the District. The document is being published for public consultation for a period of six weeks, during which time the Council is seeking the opinion of members of the public and other stakeholders on the soundness of the Pre-Submission Plan. The Pre-Submission Plan is the version that the authority intends to submit to the Planning Inspectorate in 2017.
The Inspector will need to know which parts of the Plan you support or object to and, if you object, what is the basis for your concern. The Inspector will want to know whether the Council has met the legal requirements for the preparation of the Plan and whether it meets the "tests of soundness" which are set out in the National Planning Policy Framework. The tests of soundness are set out below:
The Council will collate all the comments received during the consultation period and these will be submitted alongside the District Plan to the Planning Inspectorate. All the consultation documents as well as supporting technical studies are available via the Council’s website: http://www.eastherts.gov.uk/presubmissiondistrictplan
There are many ways in which you can respond. If you are clear what you want to object to now, then comments can be made using the EHC online consultation portal. Please select the following link to access the portal and submit your comments: http://consult.eastherts.gov.uk/portal/pre-submisson_district_plan_consultation/pre-submission_plan
You can also use STOP Harlow North's online response form here . This will send an automated response to East Herts Council using our recommended text.
